Design And Implementation Of Distance Payment Module In China Telecom Billing Operating Network

After the restructuring in China telecommunication's industry, opportunities and challenges coexist in the same time. China Telecom got the mobile service license, which means, on the one hand, China Telecom got the capacity of mobile service; on the other hand, the challenges of unfamiliar field require the enhanced internal management of China Telecom. Under such circumstance, the birth of Billing operating network has very important strategy sense.Billing operating network is a new concept proposed by China Telecom, network business support ability as the goal, realizing the separation between business control and executing, compatible with existing telecom business, supporting the business turning into the whole network. The billing operating network comprises of business network element, control network element and data network element. Distance payment is a core module of business network element, which provides payment service for customer, whose payment address differs from the user (phone number) attribution, including distance charge-off query, distance charge-off and distance reverse charge-off.The thesis consists of six parts:Billing operating network introduction, requirement analysis, overall design, database design, detailed design & implementation and test of distance payment. Billing operating network introduction introduces the relative developing background. Requirement analysis identifies objectives from external processes and functional requirement. Based on the requirement analysis, overall design gives detail introduction on the external processes implementation, module framework design and key technology. Database design makes concept model design and table structure design. Detailed design & implementation designs every function module's detail processes and implements the key point. At last, in order to ensure the stable and safe operation of the distance payment module, it carries on functional test and performance test.As one part of Billing operating network, the distance payment module was participated in the China Telecom's Billing models testing of access networks in Guangzhou, October 2011, with the principle of "Serious, thoughtful and detailed, secure, no risk at all" Smoothly through the testing. It means, for one thing, the team has the ability to undertake the developing work of China Telecom billing mode; for another thing, the module points the way for future development.
