The pricing and charging of commercial banks is one of their important methods and tools to indentify customers and develop market. Firstly, it provides differential services to different customers and sets up access-exit mechanism via differential pricing and charging; secondly, it lets banks to take advantage of price leverage to guide and manage customer’s actions. For example customer will be more willing to close unnecessary accounts and merge scattered funds. These will increase the utilization of banks resources, improve operating efficiency, and also reduce total cost. Eventually it enables banks to improve service quality, encourage banks for business innovation to achieve successes of both customers and banks.After exploring the problems of the existing accounts and transaction charging system, it proposes a way to construct a new banking differential pricing and charging system. The paper introduces multiple factors of pricing and charging. Banking users are given more flexibility to configure fee amount, waiver and grace etc, for all kinds of account and transaction fees via logon the uniform information platform, which will greatly help to achieve the meticulous customer management. At the same time, the paper designs an automatic rating method which can be downgraded or upgraded base on analysis of customer’s character and transactions. Finally, it gives a projection of the future fee amount by using time series forecasting.In this paper IBM mainframe and relevant products are selected as application platform. And it also develops a solution to support 24*7 services, which is based on IBM mainframe business continuous and disaster recovery technology. Users are given plenty of flexibility to setup and configure this system based on their requirement of service level. The paper also gives the user good experience by designing the different user logon terminals for different users and purposes.
