As an document recording the information of the people’s life, personnel archives play an important role in daily life which may be neglected by so many people in today’s society. Population shift is an inevitable trend of the development of market economy and social progress. As a sequence, the legal disputes about personnel archives are incremented Traditional personnel archives management system are challenged by some new problems which is not compatible with the existing archives management regulation. In essence, it is the matter of the absence of the right to know and social credibility.In this paper, it points out the ending destiny of old personnel archives management system based on the law of social benefits structure adjustment and path of system evolution. Considering the influence such as the history tradition and the absence of the right to know, an e-personnel archives system based on social credibility is necessary requirement of the social development. Except introduction and conclusion parts, the content is detailed in four chapters.In first chapter, the difficult situation of the traditional personnel archives management system is analyzed in the view of the personnel management evolutions. Several main types of dispute are presented The inevitability of the change of personnel archives management system with the social development are illustrated.In second chapter, based on the theory of system invalidation, creativity and balance, the mutual influencing between the personnel archives and the legal system are discussed. The analytic angle of social credibility and new personnel archives management system construction is put forward.In third chapter, it is demonstrated that the regulation cost and legal environment is the precondition of the credibility system construction in changing society. It is mentioned that the civilian right to know and the right to privacy must be guaranteed in the process of new personnel archives management system construction focusing on not political identity but credentials.Finally, the concepts of personnel archives management system are illustrated with the help of system evolution theory.
