With the development of information technology and the strengthening of democratic consciousness, the new public service theory, by the couples of Denhardt, is infiltrating into the government activities as a new value. As an important part of information institution of government, in the present situation, the personnel archives management faces new opportunities and challenges.Based on the comprehensive analysis of the status quo of personnel archives management in China, the author thinks that there are problems which will be divided into four "contradiction", that is, the contradiction between lacking of personalized content in personnel archives and diverse social public demand for personnel archives; closed-end management model and basic civil rights of accessing to personal information; strictly control on personnel archives management and the spread of personal information; the "person" and the "objects", and so on. For that, in addition to the political system, history cultural accumulation and economic factors, concepts behind, lacking of theoretical guidance, interests driving and supervisory measures of fatigue, non-standard in the processes of personnel archives management are the most concrete reasons.Personnel archives management shows a new meaning and identity with the social development. Based on comparative analysis of domestic and foreign definition of"personnel files"and"personnel archives"and the important information value of personnel archives, the author thinks that personnel archives management is with new content, that is, based on the concept of "people-oriented", Stockpiling, development and use of public personnel record information resources,not only for government agencies, organizations, but also for community participation in public life and socio-economic, political and cultural activities, and people's fundamental interests protection. In view of the current diversified personnel archives management agencies, positioning personnel file management agencies as an information management one for public service, and reshaping our personnel archives services system and realizing a share. In the final, the author develops a preliminary study on expanding of personnel archives management and service functions.
