Gradually changing the urban and rural development, the party and the governmentunder the new historical conditions, scientific judgment and summary of the situation andcorrectly grasp the major decision made by the urban-rural development relationships;comprehensively building a moderately prosperous society in a major move to improvethe socialist market economic system;urban-rural dual economic structure, a fundamentalsolution to a major initiative of the "Three Rural Issues". It is an in depth study oftheoretical issues, is also an urgent need to solve practical problems.An agricultural-based society gradually in the process of transition to industrialsociety, information society, the "three rural" issue is always a can not be avoided, thereality can not be delayed. In this paper, the analysis of the status quo of the domestic andforeign agricultural economic development, indicating that any one country in this stage,there will be a similar problem. A nation can not rely only on industrial development, ordevelopment of secondary and tertiary industries will be able to achieve the desire ofwealthy and strong country. From the supporting role of the agricultural economy, thedevelopment of other industries will encounter difficult to continued difficult situation.Agriculture is the country’s fundamental national security, social stability.Analysis of the status quo of China’s agricultural economy, the starting point, tryingto seize the gap between urban and rural areas of knowledge gap of rural residents in thegenerally low level of education, because of the insufficient knowledge of the ability tohandle, and always in the traditional agricultural modelshackles. Farmers to the industrialscale is generally small, weak farmers’ sense of information, lack of access to informationpower coupled to develop the habits of online access to information, resulting in theconstruction of rural information obstacles. Libraries as social institutions of theinformation services and knowledge services, although in a transitional period itself, thereare many difficulties in the development and construction, in this case, the paper proposesthe library to industrialization, to enter the market. and to develop and enhance theawareness of market competition, to change the traditional mode of service, service to theconstruction of agricultural economics point of view. Means to describe the actualsituation of China’s rural and population characteristics, the traditional service model"website+information Show," is not in line with the current rural situation, the servicemodel is in fact the provision of agricultural information services place, into a network of information "islands". This paper put forward, so that farmers under the existing actualsituation and the current system to show the information acquisition of a positive nature,cultivate their online access to information in good habits, would have to change thetraditional information service means and mode, on this basis, the introduction of theorder Library "one-stop agricultural information service knowledge protection platform,"the practice of innovation model. The model utilizes sophisticated computer technologythe C/S system structure, based on commercialization of "one stop" service concept,design concept of a four-tier logical system model and the three-tier informationmanifestations through integrated library class resources, government-led, joint strengthand resources of community, relying on the support of network technology to provideagricultural information services to people in rural areas.
