It has been five years since President Xi Jinping proposed the slogan "one belt one road".The foreign trade between China and the countries along the border is growing rapidly.As a key link in the international trade chain,inspection and quarantine is very important.In order to reduce the burden of these enterprises,to improve customs clearance efficiency and to promote trade facilitation,the national inspection and quarantine systems will use the mature information technology to the business in the port line.A series of business application systems like CIQ2000 systems,electronic supervision system and enterprise credit management system,have been become the important points in the inspection and quarantine undertakings.However,most of the application systems are used for the inspection quarantine institutions,there is no effective information channel to solve practical problems efficiently between inspection quarantine institutions and the enterprises.This paper puts forward an architecture system that based on the model of SOA,the concept of the J2 EE,the modeling tools of UML,B/S structure mode,and the technical design of the Web Service technology to service for the platform system of entry-exit inspection and quarantine bureau.It is divided and designed in detail in the functional modules of the system.and the expected goal of the system is achieved.It has been provided an one-stop service Internet + business platform for enterprises.An information bridge between the quarantine reporting enterprise and the inspection and quarantine organization has been established,which improves the efficiency of the inspection and quarantine business and the convenience of customs clearance.
