Research And Design Of OCS Based On Limited Quota Distribution

With more and more service produce coming to the telecom industry,the mobiledata service has overtaken the traditional single voice service as an important businessgrowth points.And3G standards directly change telecom operators’ business mode fromsingle voice service to diversified and personalized multimedia service. All thosechanges make so many unprecedented challenges to the telecom operators: theintelligent network billing system is lack of effective support to mobile data service andcan’t provide personalized service owning to without the user managementmechanism;the Quasi real time billing system is short of conversation interruptmechanism and unable to protect against the malice owe problem, so some high-riskbusiness such as3G is difficult to extension in large scale.It is so important that buildingan on line billing system of high-risk mobile data service for prepayment users.In order to overcome the problem of the intelligent network billing system and theQuasi real time billing system, a new limited quotas distribution based billing schemehas proposed in this paper.And then,the core billing process of OCS has realized byusing it and the OCS reference frame.Main research contents are as follows:(1) The research on the existing billing systems and the OCS reference frame hasshow that only the OCS is the right way to meet the development that from voiceservice to mobile date service in3G era. Some core technology of OSC, such as theframework and interface protocol design, also researched in this paper.(2) Detailed design the new billing scheme based on limited quotas distribution,refinement of the OCS core business processes.This scheme is able to process therequests from the core business system and execute other functions such as userbusiness authoritative control, precise-billing, account management， surplusmanagement and recharge management.(3) The core business process of this new billing system was developed by JavaSpring framework and Maven technology, achieved the correspondingcommunication interface of the core billing.At the same time, this system check thedata integrity in data preprocessing by digital technology. According to the frontsystem design,detail analysis of the data structure and the key technology of OCS.(4) On the basis of researching on typical billing process of the on line billingsystem,proposed a resource distribution scheme when many pre-pay customers apply for the resource in the same account at the same time. This scheme dynamically learnsand gets the limited quotas to change every customer’s initial time to an reasonablelevel.The OCS on line billing system already online and stable operation which is aninternship program of ChongQing ShengTong technology company has manyadvantages to the exiting billing system: it is not only flexible to the business by theindependent billing system,but also reduce the arrears cost and ensure billing inreal-time by the billing system in the whole service process. The experiment show that,compared against the existing billing schema,this new limited quotas based billingschema has a better user experience.
