Java, which is suitable for distributed computing is an object-oriented program language. Its best characteristic is portability. Through developing and practising for over ten years, Java has become a new technique, which is suitable for some fields. Real-time Java is one of important achievements in the developing of Java. According to specific situations of real-time application, real-time Java (RTJava) extends and constrains the standard Java specifications on the basis of keeping good characteristics of Java to meet real-time developing. However the extension is too complex and unpredictable to be applied in high reliability real-time system, such as automatic garbage collection and dynamic class load. In the paper, considering above actual problems, a new development framework is presented. Innovative thoughts are adopted. The framework consists of uniform two sides, that is, the model of development process is combined with the programming language specifications. For the specifications, restrictions are imposed on the real-time Java specifications, and some unpredictable complex characteristics are used limitedly or deleted, such as dynamic class load. The model resolves predictability and improves the efficiency of memory usage.Above all, the characteristics of Java language and programming platform are introduced. RTSJ and related API are analyzed in detail. Then predictability in real-time system is analyzed.
