In order to maintain the railway transport service operating in good condition, Railway bureau Logistics service is not only responsible for materials purchasing, quality control, storage, supply and etc, but also responsible for the quality, efficiency and cost of the supply chain.Therefore enhancing the material management becomes a key procedure for the bureau to enhance cost control, maintain transport security and continue adopting the asset management responsibility system.As a basic part for enterprise logistics, material management system becomes anessential tool to provide necessary technique support for the highly efficient functioning ofmodern enterprise logistics. Developing a Railway Material Management System (RMMS)adapts to the bureau’s demands of productivity layout adjustment, enhancing materialsmanagement, improving supply capability, lower the cost and increasing its efficiency. Itbecomes a mandatory requirement of logistics service development.Materials supply department of Harbin railway bureau has vast developing experiencesin railway material management system. Their C/S architecture RMMS has been implementedby using Power Builder since2000. However, along with the adjustment of globalproductivity layout, significant changes happened on material management structure, materialsupply organizing, storage and purchasing. As a result, current system has no longer fulfilledthe demand of modern material management and a new system has to be developed.In this thesis, an inclusive research on RMMS has been adopted. At the beginning,history of RMMS, its economical values and social values have been introduced. Then itpresents various key techniques applied in RMMS. Based on traits of railway materials management and its requirement analysis, existing management progresses have beenoptimized, integrated and recreated in order to summarize functionary requirements ofrailway materials management and details of each module. Taking material acquisitionmodule as an example, a circumstantial model of railway material management has beencreated by UML technique. By following principles of system design which is based on therequirement analysis, a railway material management suited network topology structure isestablished, as well as background service database, system functional modules and enterprisemultiple layer based layered hierarchy system, system extensibility and maintenance areemphasized during the implementation. This system is implemented by using object-orientedprogramming language in a B/S architecture under.Net platform. furthermore, taking materialacquisition module as an example, some key parts of the implementation, i.e. UI design, printfunction, data access and etc, are introduced.This system has already adapted in the bureau with stable and satisfied performance. theadaption of this system, which has remarkable effects on reducing inventory and purchasecost, lets the bureau be the material system three-level management mode and achieve globematerial management. This B/S architecture implemented RMMS has extraordinaryinnovation and valuable promotion in the industrial. Meanwhile, design principles andimplementation of the system are reliable guidance for other railway information managementsystem. In the end it concludes that despite being affected by adjustment railway servicesprocess and management, this RMMS introduced in this thesis addresses the requirements ofrailway material management.
