In recent years, safety accidents happened frequently in coaltoliquids chemicalIndustry. According to reliable statistics show, by the end of2011, safety accidents inChina’s coaltoliquids chemical Industry are more than500cases, about1.5times thesum of accidents in the past three years, which present a sharp rise trend. coaltoliquidschemical Industry dominated the important position in China chemical industry, itsindustry safety problems are concerned generally. However, since the manage modeland method of the certain coaltoliquids chemical enterprises is backward relatively, itLeads to safety production management difficult to put in place, thus involving possibleaccidents, causing major economic losses, and personal safety threat. Therefore,developing a safety management system corresponded with Coaltoliquids Chemicalindustry characteristics is the primary task.In this paper, specific safety needs and business functions for the coaltoliquidschemical enterprise are analyzed. The safety manage information system of thecoaltoliquids chemical enterprise is designed with applying Agile development platform.By involving HSE management system and MVC model, the systemic functionframework, information network deployment, database, systemic integration andinterface, and systemic safety are designed respectively based on SOA framework. Thepredominant business model functions of safety information management systems,including risk management, accident management, significant hazard resourcemanagement, hidden trouble management, safety inspection management, and safetymonitoring management, etc are implemented. The systemic function module display shows that, the safety managementinformation system could satisfy the enterprise information sharing and statisticalanalysis, recognition and analysis for risk elements, safety production controlled, andreducing business risk. The system could ensure safety production, the sharing andoptimization allocation of information resources of coaltoliquids chemical industry.
