The environment pollution is becoming more and more serious in recent years. The treatment of pollutants in key polluting enterprises has always been a topic of public concern. There are varieties of pollutant discharged by key enterprises and lots of daily emissions records that need to be recorded. Only by manual statistics of pollutant discharge records, not only time-consuming, but also easy to cause the information chaos and bring unnecessary losses to enterprises. In order to improve the efficiency of pollutants management, enhance the management of enterprise information and pollutant information and facilitate the public to pay more attention to the emissions of pollutants, there is urgently need to develop appropriate environmental management software.According to the requirements of enterprise management of pollutant information, this paper designs and achieves the Shenzhen environmental protection public platform based on JFinal frame work. In terms of design, based on UML specification, the paper uses use case diagrams and use case scenarios to define user requirements, and uses the class diagram to describe the relationship among the objects in the system, uses the time sequence diagram to describe the interaction among system modules and uses ER to describe the logical structure of the database. In the realization, the system uses the B/S development model, uses Java as the main development language, Tomcat 7 as the WEB server, MySQL as the database. Combined with the software engineering agile development model, the system achieve the system functions after several iterations.The main functions of the system include:1、Maintenance and audit of enterprises and related environmental information.This mainly involves four elements, the management of enterprise basic information, environmental protection license information, pollution prevention facilities construction and emergency plan. Technical difficulties include ensuring the consistency and transaction of enterprise information, bulk uploading process flow diagram of environmental protection and automatically sending the audit case.2 、 Management of all kinds of pollutant discharge in the operation of enterprises,including waste water, waste gas and solid waste management, etc..The main objects of wastewater operation management mainly include operation subject, the daily record of pollution factors, the discharge of waste water and the concentration of discharge. The main objects of exhaust gas operation management mainly include the operation of operation subject, treatment equipment, drugs, monthly electricity consumption and monthly dosage.3 、 Auxiliary information management. It includes personnel organization structure management, drug category management, pollution control management, pollution factor category management and multi-level administrative management and so on.Practical application shows that, the environmental public platform based on WEB achieves the desired results, meets the requirements of enterprise personnel, system administrators and public users to enterprise information management, and has greatly improved the management efficiency and reduced the management cost than the traditional management method.
