Budget Division of the Ministry of Agriculture had always followed the unifiedstand-alone budget management system issued by the Ministry of Finance, and thesystem was only designed in the unified management of the data of Nationalministries by the Ministry of Finance. With the central government’s cost of budgetmanagement to the institutions becoming more stringent, and the strict review of theprocesses and mechanisms of the department budget being applied in particular, thestand-alone version issued by the Ministry of Finance could not meet the audit’srequirements of this escalation. The problems such as not timely feedback andtime-consuming report had become the biggest obstacle of the budget managementregularization. So the Ministry of Agriculture intended to design budget managementinformation system to solve the current problems.This thesis studied deeply at all levels on the current situation of budgetmanagement process and report through administrative levels of the Ministry ofAgriculture. Combined with the Budget Division’future requirements, using K/3ERPsoftware systems-based operating platform, Visual Basic6.0as the main developmentplatform, Microsoft SQL Server2005database Microsoft development platform anddatabase to design a complete set of the department budget process managementsoftware models, and the various aspects of the system model and technology hadbeen analyzed.Firstly, two modules of the budget information---project library management anddepartment budget, including project basic information management, evaluation andescalation process had been discussed. The process of basic information management,review items and escalation projects was described; secondly, the unique two-roundworkflow of the department budget report process had been highlighted. Finally, thedesign and implementation of key technologies, including the three-tier architectureand component updated automatically had been explained in detail.The research has made up the blank of the domestic ministerial-level budgetescalation system. With advanced enterprise-level development techniques used, theoperability, safety and maintainability of the system has been improved.
