Byanalyzing the currents status and development in database technology, selection ofdatabase and system de velopment t ools, it de terminates the s ystem’s d evelopmentplatform to be Visual Studio. The methods of developing in this paper are ASP.nettechnology and MS SQLSERVE database. This system is developed by using NETtechnology a nd m ulti-layer s tructure, a pplied i nto various projects capital budg etmanagement for large and medium-sized enterprises (such as labor costs, training,employee benefits, etc.). The core parts of the system includes management for personliable, project management, capital management, budget management, and approvalmanagement, report management.
