Recently, with the development of 3G networks and the popularity of smart terminals, mobile Internet has got a strong development. With the rapid development of the mobile Internet, mobile video surveillance begins coming into view. The mobile video surveillance system not only has the traditional functions, but also gets the mobility and real-time monitoring. People can get the monitoring picture anytime and anywhere via their mobile devices, to meet their diverse needs. The further development of video surveillance gives birth to the intelligent monitoring. Intelligent video surveillance provides not only monitor screen, but also intelligent results to reduce or even replace the manual operations, so as to provide more effective monitoring.This thesis discussed the intelligent mobile video surveillance system on the Android operating system. The work consisted of two main aspects. First, the thesis analyzed the possible options of receiving and displaying monitoring data on the Android terminals, including three options, such as decoding video directly on the Android terminals in the hardware or software way, or the way of receiving decoded image data; second, integrated intelligent algorithms and implemented intelligent monitoring system. The thesis analyzed the results and performances of these three ways in data receiving and displaying, and their feasibility and performance in integrating the intelligent monitoring algorithms. Through detailed discussions, the way of receiving decoded image data came to the best way to realize the system, and the thesis did adopt this way. During the specific implementation, according to the different processing platforms for intelligent monitoring algorithms, the system was divided into two types, the server-processing type and the client-processing type. The thesis discussed both advantages and disadvantages of these types, and finally, implemented the mobile intelligent surveillance system with the specific cases of practical applications.
