Accelerating the development of rural energy, is the main content to strengthen theconstruction of rural infrastructure, also is the important way to promote ecologicalprotection, developing circular economy, meanwhile is an important content for theconstruction of a new socialist countryside. The development of rural energy is not onlydeveloping methane, solar energy, straw gasification and other renewable energy, butalso promoting recycling of resources, and management of rural agricultural non-pointpollution, improving and protecting the ecological environment, at the same time isbasic project for the construction of new socialist countryside, and has a gooddevelopment prospect and development potential.After years of efforts, China’s rural new energy construction has achievedremarkable results -- the formation of a mature biogas, straw gas production technology.Construction of new energy science model, the successful construction managementexperience, a sound management system and good mass base. Rural methane project isthe core of "a pool of three changes" debt project construction, which is currently beingimplemented in the rural country home eco-enriching programs and rural. Whether thecontinued operation of new energy projects and achieve the desired results is largelydepended on project operation and management capabilities. For this , through depthresearch on the new rural energy projects Through the theory of knowledge, experienceof new energy and engineering experts, we can get clear goal of building, according tosystem’s functional requirements, we did functional analysis on the automated samplecollection, the use of business intelligence technology for detection data analysis andautomated report, and also the system’s core technology, related algorithms and analysisof operating environment. The overall structure of the system, databases, and the majorsubsystems of the design, data preprocessing, the design of the sampling linemanagement are described and the characteristics of data mining for targetedimprovement of proposed algorithm.This paper introduces the background of MVC-based monitoring and managementof rural network platform for new energy, the development of platform technologies,development models, development tools, and determination of the development environment, building the basic framework of the structure and function modules, andthen determine the database and detailed design of each functional module and thespecific function modules.
