As the development of the domain of communication technology, the number of information transmission service is increasing and the function of information transmission service is abundant.With many information transmission services which have different structure and are placed in heterogeneous environment, it is necessary to find a universal information transmission service with perfect function and good performance.The universal information service can shield the heterogeneity of each information transmission service and implement unified scheduling to various information transmission services according to the requirements of users.A universal information transmission service solution is introduced.Without changing the underlying architecture of transmission applications, SOA-based application integration is able to implement this solution. Firstly, loose coupling, encapsulation and service building flexibility of SOA architecture are used to solve the problems of universal information transmission service which are the designs of interface,information transmission service in service layer and user-oriented. Secondly, on the basis of understanding QoS of Web Service and fuzzy mathematics theory, a service selection fuzzy algorithm for QoS and user’s requirements is introduced. The problems which are non-functional matching and service selection of the universal information service are resolved.Thirdly, on the basis of the above theories, the overall structure design, functional design, data model design, class design and process design of this software system are introduced.The components of this software system which are SOA-based information transmission service, data access service, universal information transmission service and client are implemented concretely. Lastly, an example is used to validate the function and performance of the software.The experiment indicates that the SOA architecture increases the reusability, scalability and portability of the universal information transmission service and the software system which has been implemented has high success rate and operability.
