The senior education undertakes the significant mission for cultivating talents, developing technology and promoting society development and provides intellectual support for the overall development of the society. Since the last90s, during the reform of our country’s senior education administration system, many central universities began to be administrated by the local provincial governments, which greatly increased the financial burden of senior education investment by the local governments; moreover, the large-scale increase in enrollment of universities causes the funds shortage to develop senior education course in some provinces. The local provincial governments assume the local universities financial funds. However, the unbalanced development of Chinese economic areas has led to the difference of local government investment in senior education. The local economic development level directly influences the local government investment in senior education. As the province with largest population, most student source in China and main force of Central Plain Economic Region, Henan Province shall lead its way in developing senior education. However, Henan Province is in economic less-development region. The development of senior education must be guaranteed with sufficient education funds. And so, it is urgent to do research respecting to the Henan Provincial Government investment in senior education and funds increase in Henan senior education. It is an opportunity endowed to Henan Province by the era development to establish Central Plain Economic Area with Henan Province as main part. Increasing funds investment in Henan Senior education can transfer the population pressure into human resource advantage. To promote Henan senior education development to reach a higher level in national education can push forward the realization of great-leap-forward development of central plain region.To begin with, the author conduct brief introduction to the research theoretical basis public financial theory and human resource theory and through theoretical analysis, to define the relationship between the senior education good property, senior education investment and human capital. Next, the index concerning the local government investment and efforts in senior education are selected and based on the selected index, taking two important periods "Tenth Five-Year" and "Eleventh Five-year", data relevant to local university education funds within budget, average student education funds within budget, local GDP, financial income and expenditures, etc. published by the China Educational Finance Statistical Yearbook, China Statistical Yearbook, Henan Education Yearbook and official website of National Bureau of Statistics between2001and2010are settled and analyzed. Comparative research method is adopted: firstly, horizontal comparison is conducted to the relevant index relevant to local government investment in senior education in Henan Province and some provinces in Central and Western Area; secondly, vertical comparison is conducted to the change in senior education investment in the "Tenth Five-Year" and "Eleventh Five-year" periods. We, by comparison analysis, find out the problem existing in the Henan Government investment in senior education.Then, through analyzing the problem existing in the Henan Government investment in senior education, the main factors influencing the Henan Government investment in senior education are worked out as the unbalanced responsibility between the central and local government in senior education, cognitive bias of Henan Government to the senior education, unbalanced financial policy in areas, shortage of preferential policy in central area, lack of performance evaluation system and so on.Lastly, the policy advice of increasing Henan Government investment in senior education, promoting senior education heath development is brought up in the research:accelerating the financial strength of economic underdeveloped area, clearing the government senior education responsibility and fully stimulating the investment passion of central and provincial governments in senior education; increasing the financial transfer and payment degree by the central government to our provincial government; raising multi-channel education funds and broadening the fund source channel of Henan universities and so on. |
