The issue of fairness in higher education has always been the focus of social concern,and the fairness of educational access to education is the cornerstone of educational equity.Since the implementation of university expansion policies at the end of the 20th century,the scale of higher education in our country has begun to expand at an alarming rate,and access to higher education for children of families has been greatly improved.However,with the expansion of the scale of higher education,the increase in access to higher education for children of families does not mean that the issue of equity in higher education is effectively addressed.On the contrary,children of different income strata and families in different regions still have relatively large differences in access to higher education,and their sense of inequality in higher education is also growing stronger.The expansion of higher education is closely related to the investment in education.Since China implemented the tax-sharing system reform in 1994,the right to education and management has been decentralized,and local governments have played a leading role in the collection and use of education funds.However,the increasingly fierce competition among local governments has caused regional differences in the distribution of educational resources,and this has led to differences in the total amount and quality of access to higher education in all regions.Then,whether the competition among local governments is the cause of the regional differences in the access to higher education for family children,is the expansion of the scale of higher education an important way for local government competition to affect the opportunities for higher education for the families of children?In view of this,this paper uses a combination of literature research methods,theoretical analysis and empirical analysis,Using data from the China Family Tracking Survey(CFPS)and provincial level local government competition and higher education scale expansion,Empirical analysis of the impact of local government competition and the expansion of higher education on family children’s opportunities for higher education and its mediating effects.First,it elaborates the theory of local government competition,the scale expansion of higher education and the theory of higher education entrance opportunity.Based on this,it constructs the mechanism of local government competition and the expansion of higher education scale on the opportunities for family children’s higher education enrollment;Secondly,using the CFPS microdata from 2010 to 2014 and the corresponding provincial level competitions of local governments and higher education scales,a descriptive analysis of the competitive behavior of local governments,the expansion of higher education scale,and the opportunities for higher education for families of children,Combining with theoretical analysis,put forward the hypothesis of this paper;Then,the Probit model is used to empirically analyze the impact of local government competition and the scale expansion of higher education on the opportunities for family children’s higher education,and through the mediating effect model to further examine the mechanism of local government competition affecting the access to higher education opportunities for family children;Finally,the author compares and analyzes the relationship between the conclusions of this study and the existing literature,clarifies the contribution of the study,summarizes the conclusions of this study,and proposes targeted policy recommendations.The research show that:(1)The competition among local governments has improved the opportunities for higher education for families of children.Compared with the opportunities for enrollment in higher education of family children,it has a greater impact on undergraduate enrollment opportunities in higher education;(2)Local government competition has significant gender differences in children’s access to education,family income differences,and regional differences.Local government competition has a greater positive impact on higher education opportunities for female children,high-income families and families in the eastern region.From the perspective of different types of higher education enrollment opportunities,this effect still exists;(3)The expansion of the scale of higher education has improved access to higher education for families,undergraduates in higher education,and tertiary education.From the perspective of the types of education,the expansion of the scale of higher education has a greater impact on the opportunities for undergraduate education in the family of higher education for children than it has on the opportunities for college admission.From a regional perspective,the scale expansion of higher education has greater impact on the opportunities for higher education for the children of families in the eastern region than for the access to higher education for the children of middle and western families;(4)Local government competition is an important factor affecting the opportunities of higher education for children of families in different regions,and changes in local government competition can indirectly affect the access to higher education for family children through the expansion of the scale of higher education.The main contribution of this paper:(1)Based on the theory of local government competition,the scale expansion of higher education,and the theory of higher education entrance opportunity,it examines the impact of local government competition and the expansion of higher education on the access to higher education for family children,and identifies local government competition through high impact.The mechanism of the expansion of education scale to affect the opportunities for access to higher education for families of children provides a new perspective to explain the differences in access opportunities for higher education families in different regions;(2)Using CFPS 2010-2014 micro-data and matching provincial-level local government competition,higher education scale expansion and other data,household micro-level data and provincial-level data will be used through family-owned province variables and year variables.A new macro-micro dataset has been constructed,which empirically examines the impact of local government competition and the expansion of higher education on the opportunities for families’children’s access to higher education.The conclusions are to optimize the allocation of resources for higher education between regions and to rationally arrange places.The government’s public education expenditure has a certain reference value.
