| The"double first-class" strategy is a major innovation in the field of higher education in China after implenting the"211" and "985" projects.The successful implementation of the "double first-class"strategy requires scientific and effective policies as garuantee.Since the publication of the National Overall Plan for Promoting the Construction of World-Class Universities and First-Class Disciplines,local governments have responded positively and successively introduced "double first-class"construction plans and supporting measures,aiming to lead the local "double first-class" construction in the right direction.There are neither general tips nor universal formulas for creating world-class universities and disciplines.Different regions have different starting points,and different schools have different development models.Therefore,each region must choose a strategy that can leverage its advantages to integrate resources from a variety of possible ways,and carry on the positive policy innovation to adapt to the "double first-class" construction projects in its own region.Based on this,this research breaks the policy text analysis research limitations,using NVivo12 qualitative analysis tools,to take the combination of qualitative and quantitative research methods to study the "double first-class"construction plan of 29 provinces(municipalities,districts)in China.First of all,it’s the policy text coding work.Based on the grounded theory,the"double first-class"construction plans collected from 29 provinces were coded one by one,and establish the single level encoding and the two-level encoding by adopting dendriform connection node coding.Then,study the contents of the construction plan again and expand to the three-level node.Second,determine the analytical dimensions of policy innovation.With reference to the National"Overall Plan",the dimension of target construction,the dimention of task construction,the reform of task dimentions and the dimention of safeguard measure are finally determined.Then,enter into the analysis of policy innovation and that is the body part of this study,namely the analysis of policy collective innovation and policy individual innovation.By using NVivo12 coding results and the horizontal and vertical comparison,and combined with the content of the policy itself,all these methods helped the study to show the present situation of "double first-class" strategy innovation done by the local government.Finally,the study summarized the defects of the"double first-class" strategy innovation done by the local government,and puts forward some feasible suggestions. |
