With industrial restructuring under way, talents play a more and more crucial role for economic growth. While attracting overseas talents is an effective way to promote regional technological innovation, recruitment of overseas talents is of practical significance for regional economic development.Now it is common knowledge among local government policy makers and executors that more high-end talents will help boost regional economic development and industrial upgrading, transform economic growth mode and in the long run increase regional competitiveness.In this regard, local governments spare no efforts to create a sound investment environment to attract overseas talents. In recent years, with a view to promoting scientific advancement and urban restructuring, the city of Wuxi in Jiangsu Province attaches great importance to personnel work and makes due innovations in systems and mechanisms. By implementing the strategy of "strengthening the city of Wuxi through human resource development", the city aims to develop all types of human resources in a coordinated and all-round way so as to lay a solid foundation for building a leading city of innovation economy. In particular, the Wuxi government has introduced the "530 plan", which can best represent local governments' efforts in overseas talents recruitment in China.Through an analysis of the making, implementation, appraisal and adjustment of talents recruitment policies introduced by the city of Wuxi and their impacts on local economy, this paper explores the current state of affairs regarding the implementation of these policies and points out existing problems, followed by some suggestions and solutions to these problems. This paper consists of six chapters. Chapter One gives reasons for choosing this topic, elaborate on its significance to local governments with regard to talents recruitment policies and make a review of current research on this topic. Chapter Two explores the reasons behind the talent backf low with the help of human capital flow theories and makes an analysis of talents recruitment policies based on international migration theories. Chapter Three introduces some examples of talents recruitment policies adopted by governments both at home and abroad, from which local governments can learn some experiences. Chapter Four focus on implementation of overseas talents recruitment policies by Wuxi government through empirical research of some innovative polices. Chapter Five dilates on existing problems during the implementation of Wuxi's talents recruitment policies and puts forward some suggestions for solution to these problems. Chapter Six summarizes all the above chapters and concludes that the "530 plan" introduced by Wuxi government provides valuable experience for local governments to attract overseas talents and that mechanism innovation is key to competition for talents. Last but not least, we should include overseas talents work into migration administration and establish a long-term mechanism for overseas talents backflow, for only by doing this can we maintain the initiative for overseas talents recruitment.
