Vocational education is an important component of China’s education and employment system. Among all types of education, vocational education has made the most outstanding contribution to China’s economic and social development. Vocational education has nurtured producers, builders, and servers in frontline work, and it has enhanced the basic channels of their personal quality and become an important bridge for the tranference of scientific methods to production. Secondary vocational education is a basic part of the vocational education system. The rapid development of secondary level vocational education is of benefit to promoting the comprehensive and harmonious development of the education system, realizing universal education, and guaranteeing educational equality. It is also of benefit to improving the quality of labor, broadening employment channels, and converting population pressure into a human resources advantage, as well as economic and social development. It benefits the implementation of the strategy for developing the country through science and education and promoting employment and re-employment, while also pushing forward the development of advanced production and improving the living standards of workers. Since the start of Open and Reform, China’s vocational education and employment have attained full development, with vocational schools of all types and levels gaining clear results, and creating and cultivating large numbers of high quality workers and talents for socialist modernization. But within the whole of Jining’s vocational education system, secondary vocational education still occupies a relatively weak position, and many problems exist. Thus this paper, search through to Jining’s secondary vocational education, and through an in-depth investigation, ascertains the current difficulties in Jining’s vocational education system, summarizes the problems and state of affairs that now exist, then analyzes causal factors and lays out proposals, provides theoretical reference for the sustainable development of Jining’s secondary vocational education, and finally offers a useful model for emulation to sister regions.This thesis is divided into four chapters. The introduction describes the object of study and the goals and significance of researching Jining’s secondary vocational education. The second part analyzes key points of Jining’s vocational education conditions at this stage and finds the main problems that exist, including:difficulties in enrolling students and the looming crisis in sourcing students; the deficiency in school conditions and relative shortage of resources; the relative weakness of faculty; ill-considered degree programs and discordance between school administration and the market; and the weakness of graduates’ employability. At the same time it sorts through the main restrictions on Jining’s secondary vocational education development. The third part comparatively analyzes the experiences and inspirations in the secondary vocational education development of developed domestic regions and other countries. The final part offers basic measures for future development reform for secondary vocational education and investigates their feasibility, with primary measures including:strengthening the leadership, enlarging investment, increasing publicity, strengthening enrollee work and broadening enrollment channels, strengthening faculty and raising the bar for instructors, furthering educational reform and enhancing the quality of school administration, innovating administrative models, especially in cooperation, and vigorously developing non-degree vocational and technical training.The innovation of this thesis lies in its copious use of data and fact, concentrating on the integration of vocational education theory and practice, making a detailed summary and analysis of the status of Jining’s vocational education development, and exploring feasible policy measures and proposals.
