As secondary vocational education has a certain nature of public welfare,vigorously developing secondary vocational education has a very special significance for promoting educational fairness,and is also the inevitable path for China to implement the strategy of "rejuvenating the country through science and education and strengthening the country through talent".How the local government promotes the development of secondary vocational education is a statutory duty of its own.The vigorous development of secondary vocational education can also greatly change the actual education situation of a region,even affect the education cause of our country,and change the course and direction of social development.For H city,which is economically backward and has limited available resources,under the background of population aging,it is necessary to further strengthen human resources and put the vigorous development of secondary vocational education on a more important agenda and a more prominent position.Implementation scheme of the national vocational education reform,the characteristic education to promote education modernization construction in guizhou province(2018-2027)to the implementation of the program,the implementation of reform of vocational education in H city,resolutely implement the H city all policy decisions of the development of the secondary vocational education,vigorously develop vocational education into major people’s livelihood and,as a most significant livelihood of the people can do to,We will continue to deepen the reform of vocational education and teaching,improve the quality of vocational education,and ensure its sustained and sound development.However,while the development of secondary vocational education has been achieved,there are still some problems to be solved and relevant countermeasures to be improved.Therefore,finding solutions to the problems of secondary vocational education in H City is the problem that needs to be studied and solved in this paper.Under the guidance of the theory of public goods,the theory of governance and the theory of human capital,this paper makes a detailed analysis of the development status of secondary vocational education in H city,and makes an in-depth analysis of the problems existing in secondary vocational education in H city.Put forward the H city secondary vocational education of secondary vocational education students to erosion,secondary vocational education teachers strength weak and unreasonable structure,secondary vocational education teaching fusion,in the form of a single production,social forces to participate in the secondary vocational education school’s enthusiasm is not high five issues,in-depth analysis of the causes of these problems,Based on the advanced experience of foreign developed countries such as Japan and Germany and some domestic regions such as Shanghai and Tianjin on the development of secondary vocational education,combined with the actual situation of secondary vocational education in H city,the author puts forward the targeted suggestions of "increasing the intensity of capital investment,broadening the source channels of capital" and "enhancing the publicity intensity.Change the ideas of social group ","to strengthen teachers team construction,improve the structure of teachers configuration" and "specification university-enterprise cooperation,deepening integration production and education","perfect evaluation system,to improve school quality","strengthen the continuing education,strengthen the personnel training" and so on six aspects of countermeasure,thus H city,the development of secondary vocational education must strictly carry out the government main body responsibility,To strengthen the training of teachers,continue to train high-quality skilled personnel,and continue to promote school-enterprise cooperation.
