Farmer’s fertility behavior largely reflects a country’s population development situation. Since the implementation of family planning and population control policy, people’s fertility behavior changes greatly. How do people change its fertility behavior, and how does government policy, social economic and cultural factor influence people’s fertility behavior. This article selects the population development of Kong family in Shanhou village as a case, through detailed analysis the women of childbearing age birth intervals of Kong family, especially under the one-child policy gravel in women of childbearing age birth interval, then the analysis of the women’s fertility behavior under this policy environment. Also, through to the Shanhou village some people were interviewed, and the Shanhou village archives, meeting recording and broadcast to collate, the author summarizes people’s fertility behavior of Shanhou village under the family planning policy.This article includes four parts. The first part is the introduction, mainly for the purpose of this study, the former related research results and some definitions of some description. The second part is the main body of this article, fertility behavior and social change. This part mainly for women’s birth interval period spread out in Kong family of Shanhou village, of before the implementation of family planning policy (eighteenth Century-1970) and after the policy (1971-2009), the childbearing women’s fertility in Kong family. Basing on this, the author explores the relationship to fertility policy and the level of fertility, reproductive behavior, then from the overall grasp the whole on the women of childbearing age birth of Shanhou village. Those paragraphs reviews people’s fertility behavior in Shanhou village, mainly through to the people in the region to receive " one-child card of glory ", applying for and giving birth two children index. The third part is the transformation of the fertility desire. The author analyses people’s will on number of children, child sex preference on the perspective of the ethics of responsibility, public policy and so on. The fourth part is the countermeasure and proposal, putting forward the policy recommendations of the birth civilization construction.The population problem relates to the comprehensive construction well-off society, and sustainable development. It also concerns long-term development of society. Population development strategy research will be guided by the scientific outlook on development. The population development strategy research bases on people’s fertility behavior. Through the people of reproductive behavior research, we can get a comprehensive understanding of essential connection and development change rule between social and economic development in the process of population development. This is the purpose of writing this article.
