This dissertation follows the track from interviewing individual cases, field research, and content analysis. The author sums up and qualitatively analyzes behaviorial channel of additional birth participantly observing daily life and unstandardized interviews the adressats to collect related data, which comprehends and accounts for the fertility behavior out of birth-control policies.The author probes how the planned birth programm influences social operation policy by studying bearing logic beyond planned quota under state-led one child through watching and analyzing additional birth type, cause, process and living status. During winter and summer vacation 2010,13 families directly interviewed, 2 cases conjointing media report and mail, and 7 examples completely from media are researched.22 individual cases from urban and rural residents are included in the end, which cover a time from the late 1950s until 1970s,primarily borned in 1965 to 1975. The study's innovations are on the content, the method and the theory perspective.The study summarized four kinds primarily that of the forced against family planning quota, power rent-seeking access to family planning quota, overseas birth bypass family planning quota and others,including 20 fertility channels outside of the state plan whose the specific operating mode and action logic are described and explained.In the perspective of ideal type, the fertility behavior out of birth-control policies from rational motives of purpose, value, traditional custom and emotional domination is analyzed.The study analysis the reason of the behavior fertility out of birth-control policies from aspects as follow. The continuity of a clan, children care for their elders, and much son much good fortune are traditional culture reasons, avoiding one-child risk from health, medical security, empty nest, pensions, one-child growth into talents is the practical reason. Economic rational analysis is utilitarian reason which from economic utility, inheriting utility, consumer utility, and insurance utility. Social capital is an important reason of the success of the fertility behavior out of birth-control policies.Research found that traditional fertility culture influence remains;the additional bearing's purpose is varied; the planned birth program violated the resident's wish, unplanned childbearing delayed the Chinese aging process, the family marriage of which relatively is stable.Problems during exacuting currently planned birth program, measures and adjusting are discussed in the final of the issue.
