Over the last decade, the rapid development of higher education in China, expanding enrollment scale, colleges infrastructure work is facing a huge challenge. In order to meet the increased demand of the university infrastructure, many colleges and universities are carrying out the construction of the new campus. The construction of a new campus is a planning demanding, large-scale investment, shorter construction period, intensive capital operation of special construction projects. Zhejiang University, Zijin Campus construction projects actually study using case analysis, the analysis of the whole process of our new campus construction project investment control.Previous construction project management model based on the control and management mode of the whole process of investment decision-making, the de phase focused on college construction projects. The guiding principle is:of the now construction projects must be decision-making, design the main line of active extension of that could ensure that the construction project of the new campus education, cultural heritage features, and also be able to avoid the phenomenon of phase separation of decision-making, design and construction, implementation decisions-design-construction, integration, and thereby reduce costs, improve quality and shorten the construction period. Furthermore, systems analysis of the main factors of the new campus construction projects in various stages of project cost, sub-project decision-making, design, tendering, construction, completed in four phases specific discussion clearly pointed out that the main factors of the project decision-making stage of the project cost including the size of the project to determine construction standards development, four aspects of the built-up areas and site selection, as well as the determination of the engineering technology program, the design phase of the main factors affecting the project cost a total graphic design, process design, architectural design, tender stage affect the project cost the main factors is the contractor, contract type, as well as the choice of pricing, the construction phase of the main factors affecting the project cost is the price, the owners, natural, social, and construction. Finally, the construction project of the new campus of Zhejiang University, Zijin as an example, a detailed analysis of the application of the construction project investment control mode, to prove the applicability and effectiveness of the model.
