High school education is in the important position of the whole schooleducation system. Due to the administrative structure, the structure of high schooleducation of the county forms new features. However, compulsory education isimplemented by the country. Compulsory education has been stressedunprecedentedly and the high school education is often overlooked. The authormade a research on the high school education structure in X County, ShandongProvince. Then, the author analysizes the factors and makes proposals to promotethe development of the high school education.According to the datas from the educational bureau, the author makescomparisons between X County and the whole country in the number of schools,admissions, enrollments and teachers. The conclusions are the following. First,the total number of high school education in X County is not enough, and thehigh school education should be popularized. Second, the structure of high schooleducation in X County is not balanced. But, it trends towards rationalization.Factors influencing the structure of high school education in counties arevarious. First, the impact of the individuals and their families. The intention of thegraduates effects the structure of the high school education. The dropout of thestudents is expression of their education will. Factors that impact the educationalwillness of the graduates are their own interests, academic performance, theoccupation and education level of the parents and the old concepts. Second, theimpact of the country and the sociaty. The attention from the country and thesociaty will effect the structure of high school education. It concludes the overpreoccupation of the common high schools and the differences between thefinance input of the common high schools and the vocational schools. Third, thedevelopment of the vocational schools will effect the structure of high school education. It includes the old concept, the unreasonable subjects and the lack ofteachers.According to these statements, the author makes proposals:1, Estabalish thesysterm of popularizing the high school education. The ways are estabalishing thefunding policy, optimizing the structure of high school education in counties andsupporting the development private high schools.2, Set rules to balance thedevelopment of education in counties. The ways are establishing the supportingsysterm of agriculture, technology and education in counties, optimizing theallocation of education resources in counties and establish the education systermof combining the common high schools and the vocational schools.3, Innovatingthe modules of the high school education. The ways are exploring the realisticmodule of comprehensive high schools, promoting the reform of high schoolcurriculum actively, pursuing the teachers’ professional standards of thesecondary schools and improving the education quality in rural areas.4, Developthe vocational education in counties. The ways are establishing the vocationaleducation systerm according to the development of the economy and the sociatyin counties, establishing the government overall planning on the vocationaleducation, optimizing the major structure of vocational schools and improving thequality of vocational education.
