In the digital era, information technology is developed rapidly, applied widely.Intellectual capital (knowledge) has become the most important factor of production.To adapt to change and innovation is the lifeline. Cooperation is the main way ofsurvival and development.The scientific paradigm turns into the non-determinism.The characteristics of the learners are changing from digital migration to digitalindigenous. The traditional contents of learning power is faced with the shift of thecorresponding paradigm. This paper aims to discuss the connotation of the leaningpower under the digital learning circumstance and tries to construct the contents oflearning power which are suppose to adapt to the new learning environment.This research analyzes the current situation of researches on digital learning andlearning power via tracing the related literatures which are from at home and abroad.It concluded that the meaning of the connotation and contents of the leaning powerlearning is still unable to reach a consensus; The learning power research of the theoryon the basis can not keep pace with the times; people from abroad and home paysmore attention on information technology which plays an important role in improvingthe learning power.According to the development principles and trend of the theory of learning power,this research concluded the conception of learning power which is under the theoriesof lifelong learning, Network learning and the technology of Web2.0. And then thisresearch makes the contents of learning power and21st century literacy, the sevenbasic skills, ten high-end capabilities to deal with the combaination of similar items,initially builds the contents of learning power which are under the digital learningcircumstance.This study defines the concept of learning power via the Delphi method, and buildsten elements of learning power for the digital learning environment. Ten elementsinclude the powers of creativity, emotion, judgment, connection, compatibility,practice, collaboration, migration, sensition and technology. The theoretical study ofthe learning power to establish a new direction and content, and build a bridge toenhance the practice of learning power.
