The extension and connotation of study becomes rich increasingly in the21st Century which is aperiod that the knowledge economy develops rapidly. Learning is not just passive acceptance of knowledge,but proactively identifies problems and solves problems by the application of technology. According to thePareto's Law, invented by the Italian economist Pareto in the end of19th century and early20th century, the80%knowledge of people in their daily work, study and life is acquired by the channel of informal learning;in the dominant formal learning of school education, part of the subject knowledge is also supplementedthrough informal learning methods. Based on the web2.0environment, this paper take advantage of popularsocial software as platform, mobile phones and computers as learning terminal, informal learning based onweb2.0technology is proposed.This paper firstly defined the concept of formal learning, informal learning and web2.0. On the basisof summary and analysis of international and domestic research and application of informal learning theory,the supporting role of the life-long learning, knowledge management, constructivism, situational awareness,and other theories for informal learning is clarified; the theoretical basis of informal learning is inquiringand a strong supporting for constructing of learning environment is provided under the web2.0environment.Secondly, the manifestations of web2.0characteristics and related technologies are analyzed, severalrepresentative web2.0technology and network applications are described, and the impact of the technologyand application for learning activities is studied, in order to provide reference and technical supporting forthe informal learning.Thirdly, according to the characteristics of university students learners, through the analysis of thebuild objectives, build ideas, and environmental factors of the environment, the model of informal learningenvironment based on web2.0technology is built from the four areas (the acquisition of information, themanagement of organization and cooperation, exchange of information, sharing),four elements (individuals,collaboration group, task, and information) and three levels (social network layer,management layer,application layer). Finally, the experimental analysis is carried out based on the environmental model. Through the use ofthe web2.0technology such as RSS, Network Abstract, Chinese Twitter as well as Good-looking Book etc,the applicability of the model is verified; experiments show that the learning environment model based onthe web2.0technology play a good and guidance role on the students' informal learning.
