With the deepening of the reform of China’s higher education, as well as the constant adjustment and change of higher education fees system, colleges and universities are expanding their enrollments, which leads to the increasing severity of college students’tuition arrears, and causes a large impact to the long-term and healthydevelopment of collegesand universities as well as students’improvement of moral standards and formation of correct view of values.Higher education lies in between public goods and private goods. It is a kind of quasi-public goods. According to cost sharing theory of higher education put forward bythe well-known American economist Johnston, the educated should pay some tuition to share a certain proportion of the cost of education. However, because of the defects of the charging system of higher education and the charging management and supervision of universities, and the incompleteness of thefunding system of college students which makes tuitions too high for poor students to afford, together withthe lack of credibility of some students which results in their malicious arrears, the problem of college students’tuition arrears is becoming more and more severe. Tuition arrears of college students not only affectsthe liquidityof colleges which may then cause barriers to universities’teaching and administration, but also influences college students’development ofmorality and formation of view of values which may contribute to the constructionofsocial culture. This paper analyzes the causes of the problems of college students’tuition arrears, and identifies specific measures to deal with college students’tuitionarrears issues. In the end, the paper suggests that to solve college students’ tuition arrears problems requires the cooperation and jointefforts of government, society, university and students.
