Higher education in China has changed dramatically and achieved prominent accomplishments since 1949.With the development of higher education, tuition institution of higher education has experienced twice large change. A institution named"Free combining with people's scholarship"was the starting point of the tuition institutional vicissitude of higher education since the People's Republic of China reformed and opened,Since then, college tuition system has experienced four periods. They are: the period of government paying, the period of reform brewing, the period of two-track and merger about the standard of tuition, and the period of balanced game between the present related stakeholders. College tuition system changed the tuitions in free plus people stipend into the education cost-sharing. From"Free combining with people's scholarship"to a sharp increase period in tuition we have experienced, the problem of tuition paid for higher education becomes a focus that we should pay more attention to. In that case research on the tuition institutional has strong pertinence and topicality.This dissertation tries to explain an educational problem, tuition, by economics theory. Based on institutional economics theory and path of tuition institutional vicissitude in higher education, the thesis analyzed the features showed on the path of tuition institutional vicissitude ,which took increment innovation as an important role firstly and then stepped into a process of inventory adjustment; reformed gradually and sometimes repeated; compulsory institutional changed as a main method combining inducible institutional change and rearranged the contract and rights of the relationship between government, college and student, and Kaldor-Hicks improvement. Besides institutional economics theory, supply and demand theory, human capital theory, the education equality theory have been used to expound the reason for the vicissitude of tuition institution. All these above support that the tuition policy of higher education in China is a reasonable ,an scientific one which it is from charge free to charging . In the fifth part of this dissertation we took the free tuition policy of normal school students which occurred in normal universities attached to ministry of education for case to research and suggested some reforms policy on tuition of normal education.A institutional vicissitude and innovation is not isolated in institution structure. It requires some other systems related with it to meet the need of the new institution so we have to reform the system which is not suitable for the new institution. In the conclusion author suggested a range of solutions to make the tuition institution of higher education more perfect including a perfect discount institution for tuition of higher education, a standard charge for higher education and a high efficiency of educational finance. In addition a formula of a reasonable charge for higher education was constructed. The important role that government plays should be emphasized in the path of institutional vicissitude, which expounded in the theory of institutional economics .The exist of market—failures and the nature of higher education service—"Quasi—public goods"decide government should play a significant role in macroscopic to improve the market of higher education in order to make the products of higher education paid according to their quality.
