This paper aims at the analysis of the tuition fee of private university of Guangdong province. The tuition fee of private higher education is much higher than the public higher education, and the tuition fee of private higher education of Guangdong province is among the highest. So, is the tuition fee of Guangdong province is really high? Is the tuition fee reasonable? How the tuition fee is made? The author analyze those problems according to the field surveys. The author made the conclusion through the analysis of individual cost of student in private higher education of Guangdong province in 2006 and the survey of tuition fee of Beijing Normal University Zhuhai Campus. It shows that: The tuition fee of private higher education of Guangdong province is made upon education cost; according to the household income level of private higher education, the tuition fee of private higher education in Guangdong province is not high, even lower than the public higher education; compared to the individual cost of private higher education, it is much higher than the public higher education. The reason is that the government spends very little on private higher education.So, according to the characteristics of private higher education, the individual cost of student is mostly shouldered by tuition fee and the income level of the student household, the author believes that the standard of tuition fee charged by the higher education institute is proper at present. On the basis of this, in order to promote the development and the competitiveness of private higher education in Guangdong province, it is necessary to further reduce the tuition fee standard. Thus, the author focus on education cost-by which the tuition fee of Guangdong province is made. That is, how to cut the education cost to lower the tuition fee standard, the education cost and its calculation of Guangdong province, and the process of these private universities to make tuition fee standard according to education cost. And these are the problems that the author trying to analyze in the paper. Lastly, the author shows that in order to promote the development of private higher education, the government should enlarge the financial support, make more encouraging laws and regulations, the university itself also should implement effective cost calculation and management act as well as increase the education outlay channels.
