Since the 1980s, lack of education finance has become bottleneck for the development of African higher education, and Uganda is no exception. The contradiction between the external pressure of getting into college and internal lack of finance has becoming increasingly acute. At the same time, under the impact of Structure Adjustment Policy, the government of Uganda and the institutes of higher education have introduced the cost sharing policy. According to its own characteristics and conditions, the government and institutes choose a special way of cost sharing-dual track tuition policy.The implication of dual track tuition policy has changed the tradition of free higher education in Uganda. And the self-financing undergraduate students were then enrolled. The institutes of higher education began to set various kinds of programs, such as night school, weekend training and online education to generate revenue. It has proved successful to implement the cost sharing in higher education. This policy increased the revenue and enrollment and enhanced the capability of higher education institutes. The cause of success is due to decentralization of management and program reform. The decentralization of management gives motivation to create more money. And the program reform was based on the market to meet the market needs. However, this policy also narrowed the access to higher education for disadvantaged groups. The government of Uganda implemented the affirmative action to create the opportunity of enrollment for disadvantaged groups, but it's achieved little. The basic reason of inequality is a structure problem. It needs all level's education to focus on the equal opportunity, especially on the disadvantaged groups.This study concludes five parts. The first part is mainly about literature review and research method. The second part describes the background of implementing cost sharing and the main tool of this policy. The third part analyses the achievements of cost sharing policy. And then though the survey of the council of higher education in Uganda, it explains the district,gender and class inequity. The last part concludes this study, and explains the reasons why Ugandan cost sharing policy has become successful.
