Leonardo da Vinci Programme is a vocational education and training (VET) programme beyond national levels, which unprecedentedly bares the most invested money and is joined by the most countries with the largest impact scale. The implementation of Leonardo Programme improves the transnational VET cooperation, the mobility of people over Europe and the EU VET quality. The implementation of Leonard programme for years boosts EU’s integration and it also provides a successful reference model for the world VET development. Therefore, carrying out a study on the spotlight of modern VET field would definitely help our exploration and development of our own VET reform, as well as providing useful guidelines for our own knowledge-based society building in face of globalization.This paper focuses on the study of Leonardo Programme backgrounds, main contents, reasons to change, reliable quality assurance system, outcomes and impacts to EU and the meaningful lessons to China. By reviewing the changes and development of EU policy concerning VET from time to time, this paper tries to find out the history line of European VET which Leonardo Programme stems from. After that, the paper introduces the frame, contents and details of new Leonardo Programme, trying to show the differences between new and old Leonardo Programme from all aspects. Then the study analyzes the modern social, political, economic and technical reasons which boost the change of Leonardo Programme I into Leonardo Programme Ⅱ. Meanwhile, the paper introduces QCAF, EQF and ECVET and highlights the important role of quality assurance in programme sustainability. At last, by analyzing related figures, tables and data, the paper tries to present a comprehensive and elaborate evaluation to Leonardo Programme, then explores the effects that Leonardo Programme may bring to our domestic VET reform and summarize the valuable lessons.The study shows that the birth of Leonardo Programme, which works as a transnational VET cooperation programme, is the very result of European integration, while its implementation improves this integration simultaneously. The relationship between Leonardo Programme and European integration, is the very line of the development of European VET. Under the effect of this relationship, Leonardo Programme Ⅱ reforms its overall framework, makes regulations on its operational level and broadens its programme types, which brings about positive affects to the further integration of EU VET. This positive changes attributes to the fact that EU’s efforts to relieve the pressure of population ageing, structural unemployment and EU enlargement, with the help of Internet technology and Lifelong learning, using the tools such as CQAF, EQF and ECVET, which provides sustainability for Leonardo Programme.The author argues that, being a great innovation in world education history. Leonardo Programme not only enlightens the VET cooperation for other countries, but it also provides scientific method guide for building an equal and transparent VET quality assurance system in China. It brings valuable experiences for boosting our own transnational VET cooperation and mobility of people. It gives thought-provoking ideas for changing the old VET model, carrying out the cooperation between schools, schools and companies. It also helps us to better face the globalization, relieve the pressure of surplus of education, lower the unemployment rate. At last, it builds a realistic reference for us to draw up new VET programmes, fulfill the lifelong learning ideas and build a knowledge-based society.
