The assessment and engagement of faculty technical title is one of the most important content in university's personnel management. Doing this job well conscientiously has the signification for fully arousing teachers' working enthusiasm, promoting the sustainable and stable development of teaching and research work of universities. In order to offer the theoretical enlightenment and certain reference in actual operation, this paper makes further exposition of the countermeasure about how to make the system scientific and rationalized, based on analyzing its origins, the meaning, historical evolution, current situation and development trend of faculty technical title in the reform of university's personnel management system .This paper firstly trails back the great background of the university's personnel management system reform since the 1980s last century, which has drawn the meaning of writing this paper. Then analyzing its origins, meaning and development Since in our daily life people often obscure several concepts, such as manpower resources management and personnel management; faculty technical title and post; faculty position appointment system and faculty post engagement and so on, it is necessary for us to distinguish them and to define the research range first.This paper trails back systematically the faculty technical title development history in our country, then analyzes and compares on the contents and characteristics in its different historical stages.At last, it expounds the existing outstanding problems in work at present in our country by enumerating the reforms of personnel system of four universities such as Peking University and etc. In order to reference the advanced thought and the idea from University's assessment and engagement system of faculty technical title in developed countries, enhances our advantages and avoid weaknesses, in view of the fact that US's in global higher education domain leading status, the writer judges the American system. Then he points out the existing problems in our country and the development trend in the future, by analyzes and compares on the two systems between China and American.
