The construction of professional and technical personnel in non-public fields is an important part of the national talent development strategy.The title system is the basic system of examination and management for professional and technical personnel.However,due to historical reasons,this system has long been mainly applied to all kinds of public economic organizations,rather than public professional and technical personnel have not been fully included in the service scope of this system.From the perspective of the national level,the role of job title evaluation is increasingly prominent today,which means that a large number of non-public professional and technical talents are not evaluated and human resources are not developed and utilized.At present,it has been clear that the majority of non-public sector professional and technical personnel should enjoy the same treatment as public sector professional and technical personnel.In 2013 in Guizhou province was carried out by private economy organizations special review,after five years of practice,the review has obtained certain achievements,made a large number of non-public sector stand out from the professional andtechnical personnel,better serve the economic and social development of the part,but the review work also exposed some problems in the operation process,this paper puts forward countermeasures to solve these problems.On the basis of relevant literature and theoretical research,this paper analyzes the status,problems and causes of the evaluation of professional titles of professional and technical personnel in non-public sectors in Guizhou province,takes the problem as the orientation,and meets the current needs of the construction of professional and technical personnel in non-public sectors in Guizhou province,in an attempt to solve practical problems.At the same time,use the theory to analyze the cause behind the problem,and finally put forward targeted countermeasures.
