Performance appraisal is not only important, but also difficult in various aspectsof human resource management. Performance management can regulate employees’daily work behaviors, motivate the enthusiasm of the staff and fulfill the overallstrategy of the organization, not only for the individuals, but also for the group. It issignificant to carry out the performance management in the stage of compulsoryeducation, especially in primary schools. On the one hand, we can stabilize teachers’group, improve teachers’ satisfaction, motivate teachers to participate much better. Onthe other hand, with the increasing of the salary, we can better achieve a balancedconfiguration on teachers’ resources, narrow the allocation gap and ensure the stabilitystate of teachers. In this way, we can promote the sustainable development ofcompulsory schools.In China, the key to carrying out performance management is to develop ascientific and reasonable performance appraisal system in the stage of primary schools.However, in the assessment of the performance management, China started late.Although there is an early start in foreign countries, there are few concerns on schools,especially for primary schools, due to its speciality. From2009, because of theimplementation of performance management system, the State and local authoritiesonly issued a general guidance. As for the specific assessment, implementation andmonitoring of the program, they are basically developed by schools, with a registrationin the higher authorities. As a result, at the beginning of the performance appraisalprogram, due to subjectivity, the evaluation factors are of ambiguity, sideness and lackof formality, etc.In this paper, we adopt questionnaires, telephone interviews and collections ofrelevant performance evaluation to analyze the cause and the complementation of theperformance appraisal system. Combined with the advanced experience, we will do a further study of the factors and effect on performance appraisal, to analyze itsfeasibility and limitation. Through the performance evaluation in Xindian No.3Primary School, we will put forward some suggestions, with a fair and open principle.The school should pay attention to the advantage of performance management,enhance the incentive effect, increase enforcement, diversify the main body ofevaluation and assessment and also should concern about the development of theteachers and the community, in order to realize the advantages of performancemanagement system. Based on the research above, we plan to do a comprehensiveassessment of the implementation in primary schools. By putting forward somerelevant suggestions on the performance system, we hope to fulfill the true value of theperformance appraisal to put it last long.
