Under the guidance of the national policy, Compulsory education schools carry on the performance pay reform, aimed at promoting the development of the Compulsory Education Equalization within region. Jinniu district implement performance pay policy from January 1, 2009, it has been seven years, Generally speaking, The implementation of performance pay policy has increased the amount of wages of teachers, but the policy of recognition is not high. In the performance management practice, for the teachers assessment is a quantitative assessment of the performance appraisal, The quantity and quality of the teaching is the important factor of teachers’ salaries. However, Education industry is a special industry, It is difficult to use the data to measure the assessment of teaching staff, applying the distribution mode which applied successful in the enterprise to the field of education, there has been lack of adaptability, It is bound to affect the policy of the performance pay implemented in Jinniu District compulsory education school.In this Study, The object is the implementation of performance pay policy in Jinniu District compulsory education school, Through the questionnaires and field interviews ect, the specific implementation of performance pay policy in Jinniu District compulsory education school was investigated. This paper is composed of seven parts, The first chapter is the introduction, Mainly describes the research background, the research status at home and abroad, research methods and technical route and so on; The second chapter is the theoretical basis of this paper, Mainly describes the core concepts and theoretical basis of this reaserch; The third chapter is the design and implementation of the research programs which survey on the implementation of performance pay in compulsory education in Jinniu District, mainly introduces the purpose and object of investigation, survey method, Determination of the survey sample, Questionnaire reliability and validity of the questionnaire and arrangement of research progress and so on. The fourth chapter is analyzes the results of the implementation of performance pay in compulsory education schools in Jinniu District from the overall situation of compulsory education in Jinniu District, the performance pay assessment content and the implementation of performance pay policy. The fifth chapter is the analysis of the effect and problems about the implementation of performance pay in compulsory education schools in Jinniu District, analyze the problems and the reasons of the implementation of performance pay in compulsory education schools in Jinniu District, Mainly from the policy advocacy, policy formulation, policy implementation and the effect of the implementation of the policy and other aspects.
