Our country is a populous country. Education is related to national prosperity, well-being of the people and the country's future. Only first-class education, to build first-class country. Practice as proved that in order to have a first-class education, must have first-class teachers. The majority of our country in order to attract talented people to engage in education, incentives the teachers who work hard line at the same time, issued a "compulsory education in schools about the implementation of the guidance on the performance pay", from January 1, 2009 performance pay system has been implemented, but the large part of the stage of compulsory education school teacher's evaluation system is not suitable to the performance pay system, therefore, this article is based on the analysis of a large number of teacher's appraisal at home and abroad, through investigation put forward a strategy of teacher's appraisal in stage of compulsory education, to better address the current problems in the evaluation and better co-ordination of the performance pay system.This article is divided into four parts:Part I: Analyzing from the concept of teacher's appraisal, focusing on analysis of the significance and basis of teacher's appraisal in compulsory education.Part II: Basis on a survey to the part of the stage of compulsory education schools in Liaoning Province Shenyang City, analyzed the current questions of teacher evaluation, there are three main aspects: First, the purpose of evaluation on teachers, school administrators and teachers existence big difference; Second, evaluation criteria of schools and teacher expectations have significant differences in the evaluation criteria; Third, evaluators are diversification, but the department or person in charge of the Research Group play a decisive role in the evaluation, teacher self-assessment accounted for smaller proportion, and other questions of teacher evaluation.Part III: Put forward the overall strategy for teacher's appraisal of the compulsory education in our country. Setting up a special evaluation of teacher performance organization, analyzing how to set evaluation goals, the evaluation should include the what, how to collect the information in these areas, how to handle information and how to use the results of evaluation to pay wages and so on.Part IV: Put forward the teacher's appraisal should pay attention to resolving related issues, including strict standards of teacher qualification system, improving teacher training, improving professional skills of the evaluation staff, correctly handle the relationship between teacher's appraisal and development teacher evaluation and so on.
