National basic education for rural compulsory education is an important part of the merits of the quality of rural compulsory education to some extent affect our country reform and development of basic education. Ubiquitous compulsory education and development process in rural areas, the level of teacher wages affect virtually the overall quality of rural teachers and improve the quality of rural education. At present, the implementation of compulsory school teacher performance pay, teacher performance pay reforms become the focus of discussion and hot spots. Although from a theoretical point of view was on teacher performance pay were discussed, but they did not from a practical perspective to probe teacher performance pay of the compulsory education. Therefore, this article on the implementation of rural compulsory education teacher performance pays research of great significance.First,this article wage reform since the founding of our country has combed the historical process and teachers at different stages of the advantages and disadvantages wage reform to be properly evaluated and that the implementation of compulsory education teacher performance pay improve the quality of basic education, teacher professional development and the only way to achieve education balance.
