The Boy Scout Education is an important part of the educational history in Beijing-Tianjin region during the period of Republic of China. It played function in many aspects, and had a good performance. It produced some response in the society, it also inspired today’s society and the youth’ education. Concerned the whole country, Boy Scout Education development in Beijing-Tianjin region in each period is not very prominent, especially compared with Jiangsu, Shanghai, Zhejiang, Guangdong and other provinces and cities, the levels of scales etc all have a large gap, but concerned the north of China region, the achievements is more outstanding.Boy Scout Education in Beijing-Tianjin region caused due to the rise of Army National Education trend and church educations’ development, was started by the impact of Scout Education Campaign in southern city, it developed earlier. During relative freely development period (1914—1927), the Boy Scout Education organization in Beijing-Tianjin region was formed by the enthusiastic people of independent, who were willing to join the organization, under the sponsorship of local education department and private groups. The government education department although took some measures to seek unity development, but the role is limited, however the activities of development and the societies’impact of producing is remarkable. During Rapid alienation development period (1928—1937), the Kuomintang (KMT) controlled the leadership of the boy scouts and implemented "the party","three principles of the people" reform towards Boy Scouts. Under the local agencies leadership, Boy Scout Education in Beijing-Tianjin region established a series of related purposes and system, set up strict organization system, and carried out some social practice, which produced much influence. The institutionalization and standardization for Beijing-Tianjin Boy Scout organization training, the definition of training aims, unification and standardization of course’s content, also was confirmed in this period. In the Anti-Japanese War period, Beijing and Tianjin fall, some schools move to south, Boy Scout Education movement fall into a low depression. After the victory of the Anti-Japanese War, the Beijing-Tianjin Boy Scout Education went into decline.Although it renewed at a certain degree, because of the shortage of time and funds, the KMT government was busy with dictatorship and civil war, and had no time to consider about it, so it had no much performance and disappeared in the mainland with the Kuomintang’s defeat at last.We can’t deny the achievements and the positive role of the Boy scout education development in Beijing-Tianjin Area. First, the government intervention, education group advocate, enthusiastic people’s help, it made the Beijing-Tianjin scouts to break through the church education’s category, and started the localization, gradually became the important boy scout education base in the north of the China. The control of the boy scouts that the Kuomintang implemented brought the Beijing-Tianjin Boy Scout Education into the government’s development orbit, from civil society groups to the jurisdiction of the party and government organs, which changed the situation of the fragmented, training diverge, helped to strengthen the management and cooperation, and part of the education program combined the basic principles of the western education boy scouts with excellent quality and virtue in Chinese traditional culture, explored actively in education concept, education system and education management some others aspects, the introduction and research towards boy scouts are more comprehensive and profound. Secondly, the rapid development of boy scouts itself and many activities made the moral, intelligence, physical of the Beijing-Tianjin teenagers in a certain extent get better, some practice not only serviced the country and society, but also enhanced the boy scouts themselves’ abilities, and cultivated them national spirit of patriotic martial and the quality of servicing society. Once again, the introduction and development for boy scouts in Beijing-Tianjin region, it is complied with the requirements of The Times, and has a great impact to the traditional education thought, promote the Chinese education to change modernize. Many of the valued education idea and education method, they still have reference value and reference function towards today’s reform and development of education cause.Due to a variety of factors, Beijing-Tianjin Boy Scout Education appeared many problems in the process of development, many training courses were not thought as the ideal. That’s largely because the education policy which many previous governments developed and implemented in the period of the republic of China violated education’s original intention, in political, economic, cultural education many aspects it did not give the education condition of safe, full, harmonious, healthy development, the latter is the main factor. At that time under the situation of many basic rights for the most citizens are not ensured, it can be supposed that the fate of the boy scouts education development, Beijing-Tianjin Boy Scout Education can be called a miniature of education development status during the period of the republic of China. Its developing course and deficiencies are worth thinking about.
