Objectives To analyze the status of President professionalism building of public hospitals in China, to investigate the influence factors related to the current President professionalism building of public hospitalsin China, and to clarify the thinking of enhancing the President professionalism building of public hospital.Methods1. Literature study. Through literature study, we understood the findings of existing research on the status of President professionalism building of public hospitals.2. Semi-structured interviews. Head of the Health administrative departments and Presidents of public hospitals in pilot cities were interviewed using semi-structured interview outline, to understand the status of President professionalism building of public hospitals, and further clarify the existing problems.3. Questionnaire. On the basis of the typical survey, questions of the questionnaires were refined. Questionnaire surveys were performed to the Presidents of public hospitals of the17pilot cities to understand the basic situation of the principal leaders of the leadershipin public hospitals, occupational status and views on the Presidentprofessionalism of public hospital. Through collectingand analyzing the questionnaires, we described and the analyzed the status and problems of President professionalism building of public hospitals.4. With the combination of qualitative study withquantitative study, weexplored the influencefactors. Using the theories of division of work and separation of ownership and management, we explored the necessity of of President professionalism building of public hospitals.Contents1.Descriptive analysis of the the status of President professionalism building of public hospitals. Through literature study, we extracted and analyzed the findings of existing studies on the situation ofPresident professionalism building of public hospitals. We conducteda survey of pilot reform in urban public hospitals, to analyze the status and problems of President professionalism building of public hospitals.2. To explore the influence factors of the current President professionalism building of public hospitals. We conduced focus reviews and questionnaire surveys to insidersof pilot reform of public hospital, to find the influencefactors of the professionalism building of President, and future discuss from the perspective of theory and system building.Results (1) By analysis of hospital Presidents’major, it was found that though hospital leadership have relative high education, as to the major, not only those with college diploma, university diploma, but doctor degree, more than75%of the respondents majored in medicine.(2) Most of the respondents from public hospitals have medicine background. With years of work experience, they became clinical specialists, and then turned into department leaders. After internal selection, they took up management posts, and finally took up hospital President positions. It is obvious that "Excellent doctor can take up management post" is still the major selection method.(3) Among the1161respondents who answered their career plan after their term,53.57%planned to back to clinical specialists and about15%planned to take up management posts, hospital management related posts or do other management work. Most of the hospitals’Presidents were not willing to give up clinical practice; therefore, President professionalism of public hospitals was still not realized.(4) It was also found that, on one hand, hospital Presidents had too much power, with absolute authority in making decision of hospital development, disposing asset and issuing bonuses; on the other hand, they had too little power, the appointment of middle-level cadres should be decided by related departments, and even the power of introduction of one medical talent will be limited the departments of personnel and establishment. Therefore, they confound the function of administer and the power of owner. (5) By survey of Weifang city and Anshan city, it was found that both of the two cities continuously improved the content and methods of President training so that the hospital Presidents would aware the meaning of management training and use what they learnt in hospital management.(6) The performance appraisal system and incentive mechanism for President of public hospitals in China are just at the initial stage. Establishing scientific and effective performance appraisal system can promote the implement of incentive mechanism. Combining the result of performance appraisal with incentive mechanism can improve the function of the two systems, which remains to need further exploration.(7) In the case that few hospital Presidents want to be flowing professional Presidents, the current systems also cannot necessarily guarantee their chance to be professional Presidents, which shows that a free flow of talent market of hospital President are not yet formed.Conclusion There is no professional President of public hospital in China.At the present stage, there is a need of versatile telent with a clinical background for President of hospital in China. At the present stage, most of the Presidentsof public hospitals are served by medical experts. At the present stage, China has conditions to promote the President professionalism building. There is a need of various policies and institutions to promote President professionalism building of hospital.
