Public hospital reform is the most important and difficult part of health system reform in our country. And specialization of hospital directors is the inner requirement for public hospital reform.The CPE Central Committees and State Councils Decision on Health Reform and Development in December 1997,The CPE Central Committees and State Councils Suggestions on The Promotion of The System Reforming of Medical Health in March 2009 and The Guiding Suggestion about the Experimental Reform of Public Hospitals put forward by the ministry of healthy and etc in February 2010 ,all present the specialization of hospital directors.It is the overall trend of the development of hospital directors in the world. However ,after China′s entrance to the WTO ,it is also the inevitable choice for adapting the needs of market economy and improving the international competitiveness.From the angle of economics and management, specialization of public hospital directors means that ,Under the condition of socialist market economy, director of the hospitals change their career from the part-time executive post to the managerialpProfession, it is also the main way to gain a living and development.The consequence is to become the professional deans. In the process of professionalizing the hospital administrator ,it is includ management systems and operating mechanisms and relevant policy-systems. Therefore, professionalizing the hospital administrator is of great value both theoretically and practically, especially for raising the quality and capacity of the contingent of hospital dean , for enhancing international competitiveness of public hospitals in China, for tightening up the management of public hospitals and optimization of serves, for realizing full, harmonious and sustainable development ,and for serving the people better.Study on the Present state of professional deans from 60 public hospitals samples ,it indicates that there have a serious phenomenon about public hospital directors: more personnel appointment , less personnel selection;more medical specialty,less management speciality;there are more people who enjoys the hospital work ,and less people who are willing to work in hospital administration;more the part-time Executive Post ,less the Managerial Profession;more hveing experience in management,less having scientific management.The phenomenon lead to mang unprofessionalization problems,such as technicalization, duality ,inefficient and etc.It uses the successful experience of America,Japan and Australia and other developed countries for reference,and shows the inevitable implement path way of professionalization :based on our national condition, , it is need to cancle the administrative rank,and to establish Administer Structure of the modern hospital, what is more,to improve romotion and recruitment of hospital deans and educational training for specialization of hospital directors.
