| Building a new socialist countryside is an important section for China’s modernization process, a major goal for building a moderately prosperous society in all respects. Rural cultural construction is an indispensable and important component of building a new socialist countryside, which could be strongly promoted through better rural cultural construction. Under the background of new socialist countryside construction, to explore rural construction of new socialist countryside and construct the target system and evaluate it effectively, is a great project.Guiding by the Spirit of17th CPC National Congress, through the study of domestic and foreign literature on theory of building a new socialist countryside, the research analyzes the present situation for current construction of rural culture, expounds the its essence, connotation and main contents, explores the importance of rural culture. Basing on the principle of establishing evaluation index system for new countryside cultural construction, the evaluation index system shall be established from four aspects, they are protecting excellent rural traditional culture, developing rural education and science, increasing rural ideological and moral quality, building rural public cultural service system. Finally, Using fuzzy comprehensive evaluation method and AHP base, the research objectively reflects all aspects of cultural construction of new socialist countryside and evaluates the real date to reflect current construction level.To confirm the correctness and practical applicability of evaluation index system, this research takes an example for measurable research and proof. The result clarifies the rural cultural construction level for this village conforms to current situation for new socialist countryside.
