The Research Of The New Rural Cooperative Medical System Based On Urban-rural Co-ordination

Since the reform and opening-up, China has gradually established the basic medical insurance system for urban workers, the New Rural Cooperative Medical system, the basic medical insurance system for urban residents and the New Rural Cooperative Medical system based on urban-rural co-ordination which is piloting after exploring for more than30years. However, there exist some problems during the implementing of the medical policy which include lacking enough experience, being unclear about the concepts and so on. And these will hinder the medical policy implement smoothly.Especially,the rural medical system is defective, and many farmers can’t see a doctor or can’t afford the expensive medical bills. So it’s urgent for us to reform our medical system to make it perfect, which will help to improve people’s living standard. In this context, our research, which is based on the theoretical studies of urban-rural co-ordination and medical insurance, is committed to analyze the operational status and the internal and external problems of the new rural cooperative medical system, then assessing the performance of the new rural cooperation medical policy based on urban-rural co-ordination in empirical research method. This paper seeks to find a path to maximize the effectiveness of the policies.
