Medical and health services is an indispensable part of our country economy. With the development of reform and opening-up, the medical and health services have made great achievements in our country. However our country public health field still exit chaos phenomenon. Medical and health services in our country are experiencing great challenges. In this article, we study the difference on medical resources deployment between urban and rural of Ruichang city in the light of government regulation theory. Then expounds the situation of medical resources deployment of Ruichang city urban and rural in the light of government regulation theory. And then analysis the problems caused by disequilibrium of medical resources allocation. Finally, we put forward the optimization strategy of Ruichang city urban and rural medical resources allocation in the light of government regulation theory. We hope our study can provide reference for health resource allocation. The main results are as follows:(1)Using Gini Coefficient analysis method, we found the geographical fairness and the population fairness was tend to be fair gradually from2007to2011in Ruichang city. Especially after2011, the geography and the population of Gene coefficient is below0.4, which is in a fair state normal. However, the ratio of City and rural capita government health expenditure per people was between3.73-4.25since2007to2011, which suggested that Ruichang city urban and rural public health resource allocation is very uneven. And there is an increasing trend.(2)The medical resources deployment has significant effect on the hospital choose of residents. People’s Hospital, hospital of traditional Chinese medicine, and maternal and child health hospital, because of their large scale, comprehensive strength, and the government supports and aid, they fund was sufficient, medical equipment is advanced, quantities of medical doctor was high, many the residents came to medical, the utilization rate of medical equipment and bed, and the number of medical staff reception is high. While the smaller hospitals and village clinics is on the contrary.(3) By using the questionnaire on urban residents, we found that the level of medical technology and distance was the most important factor of residents choose hospitals. The second is charge reasonable or not, the level of medical ethics and medical institutions of medical instrument and equipment.(4) The problems caused by disequilibrium of medical resources allocation were as follow:uneven medical consumption caused spending to impoverished groups appear, to a large extent it exacerbated the difficult reality of people see doctor, has hindered the process of constructing harmonious society of urban and rural residents, increasing the residents sense of social injustice.(5) We put forward the optimize strategy of medical resources allocation in urban and rural areas of Ruichang City. The government establish relevant regulation to optimize urban and rural medical resources allocation; Make full use of price effect on the guiding role of medical resource allocation regulation; using scientific and reasonable incentive mechanism to promote urban and rural medical resource allocation equity; and Strengthen the supervision of government. In order to improve medical and health services of externalities, ensure the physical and mental health of most people.
