| Prosperity for all is impossible without health for all.Medical and health services are directly related to people’s health.Unlicensed medical practice not only interferes with the normal medical order,but also seriously threatens the physical and mental health of the people.The special actions against unlicensed medical practice take place every year.However,unlicensed medical practice shows a tendency of "constant attack and continuous resurgence".How to effectively regulate unlicensed medical practice has been troubling government departments at all levels.This paper defines the meaning of unlicensed medical practice and government regulation.Unlicensed medical practice mainly refers to the behavior of organizations or individuals carrying out diagnosis and treatment activities without obtaining “The Practice License of Medical Institution of The People’s Republic of China”.Government regulation refers to government regulate and restrict market behavior according to laws or making new laws in order to maintain market order.Government regulation is the sum of a series of institutional mechanisms and a collection of regulatory activities,involving legislation,justice,law enforcement and other aspects.It is a comprehensive and complex political and economic behavior.This paper based on the public interest theory of regulation,asymmetry information theory and synergy governance theory.The documentary study,comparative study,case study,data statistics are employed to analyze the problems and reasons of unlicensed medical practice in district A.This paper also concludes the government regulation state of unlicensed medical practice in district A and statistical analysis of 125 unlicensed medical cases in 2015-2019.In conclusion,it is found that the majority of unlicensed medical practitioners are male,most of them have not received medical education,lived in villages and towns,and most of places are rented.The majority of medical subjects is stomatology,and the discovery of unlicensed medical cases mainly comes from daily health supervision and management.The main reasons are: insufficient investment in regulatory resources,regulation subject single,health legal system imperfect,medical and health resources distribution uneven.According to the experience of Shenzhen and Shanghai government in regulating unlicensed medical practice,in combination with the actual situation of district A.Suggestions on the regulation of unlicensed medical practice by district A: increasing government investment in regulatory organizations,safeguarding the public interests,rational allocation of medical and health resources,multi-agent collaborative governance,etc. |
