April,2009,the new health care reform program is formally announced.The newmedical reform package for the reform of public hospitals,public welfare and socialbenefits should always follow the principles of medical reform.In the context ofhealth care reform,the mode of management of public hospitals is concerned withthe society. which plays supporting roles on medical quality management, scientificresearch management, talent training, logistics management, informationconstruction, cultural development, etc. In the process of implementingcomprehensive target management, hospital, with performance management as core,improving individual and team performance as the purpose, through the formulationand implementation of incentive and constraint mechanism, arouses enthusiasm ofall staff; through continuous communication and standardized management,constantly improve individual and team performance, and increase staff ability andquality.On the basis of the literature study,building the hospital structure "four-in-one"Performance Management, it includes staff behavior evaluation, staff performanceevaluation, administrative cadres performance evaluation and clinicalmedico-operation evaluation. Integrate previous single bonus examination and issueinto systematic performance management, through the mechanism, organically unifythe process of staff and organization achieving their objectives, with the key factorassessment, completely resolved cumbersome clinical medico-operation assessment, and realized “contracted but not simple" evaluation. Through “staff awardregulations” and “department operation assessment rules”, timely give reward andpunishment to employees and departments, to play example and warning roles. By’partial ward assessment and OA network bulletin column, timely feedback reviewinformation, function office contact and guide clinical Department to quickly adjustwork directions, and achieve goals. Through “four-in-one” performancemanagement-four files, unified incentives, constraints and competition mechanism,it also clear clinical medico-working directions at the same time. Hospital adjustedwork focus on establishing and perfecting mechanism and its implementation. Underthe unified mechanism, on the big hospital stage and through competition,departments and individuals could better demonstrate the wisdom of management,and realize individual values, it realized truly "open, fair and impartial".This artile has the function of promoting the standization and untility ofmanagement through studying the performance management system of specifichospital, the research result has important significance for improvement ofperformance management of similar medical organ.
