Medical students graduating from school can only be regarded as a doctor "rough", who must receive systematic training in residency training stage if they want to be casted to truly become a qualified doctor. The training experiences of the Western developed countries show that the residency training, the basis and key links of medical human resources construction engineering, plays a connecting important role in medical education system and can’t be substituted. While residency training in China started late and has a short history, China is the country of the very few in the world has not established a system of residency training at present." On deepening the medical and health care system reform views"(The new medical reform document), which is published in March2009,states clearly:" establishing standardized resident training system, strengthening the continuing medical education", hence, residency training was put on the agenda of government, The reform and development of training, especially the promoting of " social person residency training mode " became the important breakthrough of the goal of the new medical reform——"to achieve the equalization of public services", and become an important topic of health care reform and development at present and in the future for a long period of time.The key point of the medical reform is the reform of public hospitals, and the key point of the public hospitals reform is that of medical human resources, while resident physicians are the most basic talents of doctor workforce. This study based on the theory of human capital management, employee training theory, the theory of lifelong education and the theory of public participation, according to the spirit of policy, system demand and actual need, chose three training hospitals of different territories, different level and different training mode as the investigation object, then this study investigated deeply into their current situation of training, analyzed systematically the existed problems of training policies, training standards, training plans, training base and teaching resources, training evaluation, training mode and the gap with international standard, remedying the defects of general research to certain extent, which are empirical biases and one-sided, enhanced the comprehensiveness, universality and effectiveness of conclusion. This study also made suggestions for the further reform and development of training in many aspects under the background of new medical reform, which are the responsibility and macro-management of the government, uniform standards and base construction, harmonious relations with the overall development, external supervision and internal evaluation, international practice with Chinese characteristic. Moreover, this study further discussed China’s "the social residency" training mode and the future development of "residency flow layer ", which conform with international model and are the hot issue and difficult problem of training, making up for the current research gaps to certain extent.
