In a very long period of time,more than 95% of China's medical supply are provided by public hospitals.Even now,many years after market-oriented reform,there are still more than 80% of the medical supply are completed by public hospitals.It can be seen,public hospital occupies an irreplaceable position in the supply of medical resources in China.In recent years,many problems have entered people's life one after another,for example,personal medical expenditure has been increasing,medical corruption has occurred frequently,the proportion of medical resources waste has been rising,serious loss of medical insurance for employees and so on.These problems not only seriously affect the satisfaction of people's need for medical care,damage the public welfare and fairness of public health care,but also cause serious social problems such as the worse and worse doctor-patient relationship.In order to effectively alleviate the pressure of the masses to seek medical care and ensure a good supply of medical resources,the central government has began to carry out the reform of public hospitals since 2009.After nearly a decade of reform,today it is necessary for us to use existing data and cases to measure whether the previous reform has improved the supply of medical resources,whether it has improved the level of people's medical care.And on which aspects has it improved,on which aspects has no improvement or even deteriorate the situation,which experience can be used for reference,and which shortcomings need to be corrected.All of these will become the most valuable guidance in the future of medical reform.Based on this,the paper constructs a model firstly for the mechanism of action on public hospital reform policy to medical resource supply in theory,by combing the institutional background of our medical system,combined with the present condition of China.Then,selected the relevant data of 282 urban districts from 2004 to 2015.By the difference-in-differences model,the paper has identified the effect of the early stage of public hospital reform on medical resource supply in different levels,based on basic regression,dynamic effect test,heterogeneity test and placebo test.The result shows that nationwide public hospital reform has not promoted the medical resource supply significantly.But the effect of the results has a obvious trend of improvement as time pass by.Finally,this article analyzes a successful reform case: "Sanming Medical Reform".Combined with the previous theoretical analysis and empirical analysis,this paper puts forward the following suggestions on the path of public hospital reform: promote the "Sanming" case all over the country,rationally copy the reform process.Clarify its own rights and responsibilities,proceed from the top-level design to formulate feasible reform plans.Resolutely disintegrate interest bundling and adjust the interest structure in the field of drug circulation.Innovate the compensation and welfare model to ensure the enthusiasm of medical staff.Improve supporting measures and increase the supply of the system,to provide a reasonable and sound external institutional environment for the reform of public hospitals.
