Recently, especially after2003, SARS, H1N1, major food safety accidents, frequent natural disasters and terrorist incidents brought people convulsion. At the same time, it also drove countries and districts to pay more attention to focus on the construction of the emergency response system. Among the institutions participate in the emergency response, centers for disease control and prevention (CDC) undertake the function of emergency surveillance and early alert, investigation, health education, and so on. The competence of emergency preparedness is, to a large extent, depended on the capability of CDC. SARS event fully exposed the weakness of organization building, manpower, material and fund, testing capacity in CDC system of China, however, at the same time, it created a new chance for the development and perfection of CDC. With the support of governments at all levels, great improvement has been acquired in emergency response system, emergency response capacity for disease control and prevention has made great progress than before. Nevertheless, what about the system logicality on structure and personnel framework? Is it smooth? Has it acquired its expected goals? To answer these questions, it is necessary to investigate and evaluate the competence of emergency response system. Based on those above, we made this cross-sectional study about the status of emergency response system for public health events in all level CDC of Zibo City. Analyze and find out the excellence and weakness of emergency response system in CDC of all levels, and put forward suggestion based on the existing problems, provide evidence for the improvement and promotion of emergency response system for public health events of Zibo CDC, promote the emergency response system of Zibo City step in a new level.MethodsCensus and data access was used as the main methods in this study. Questionnaire investigation was used to investigate the status of emergency response system for public health events in all level CDC of Zibo City. The survey content includes the basic information of the unit (assets balance of payments, human resources and infrastructure construction), management and coordination, system of plans, construction of emergency team, staff training and drilling, emergency material stockpile, capacity of laboratory test, and so on. Descriptive epidemiology method was used to find out problems in laboratory constructions in CDC and to propose suggestions and solution strategies.ResultsDescriptive analysis of emergency response system of CDC at all levels of Zibo city showed that emergency response system is improved step by step, emergency response system for public health events in Zibo city has been built, capacity of field investigation has been improved by training and drill. In accordance with "equipment reference catalog of health emergency response team (Trial)", promulgated by the Ministry of Health, emergency material stockpile has been strengthened, health emergency funds have been included into the budget in part of the county, capacity of laboratory test has been strengthen gradually. However, there still exist many problems such as organization and early alert system imperfect, low personnel quality, mechanism of training and drill not comprehensive, emergency material stockpile not enough, working expenses and reserve couldn’t satisfy the need of health emergency, equipments and capacity of the laboratory test lagging behind the need of work, et al.ConclusionsCDC at all levels attaches importance to the health emergency work. The emergency system is perfected step by step, capacity of emergency has also been strengthening. However, the building and perfection of emergency capacity of CDC is large system engineering. There still exist many problems in emergency response system at present, such as:(1) No special section and work staff of emergency management and cooperation in CDC at all levels, the mechanism of management and coordinate also not perfect.(2) Emergency project and system were not perfect, the emergency work lay particular stress on the control and prevention of communicable diseases and unexpected incidents. The forms were single and one-sided, lack of systematic, coherent and regional sectoral cooperation.(3) Configuration of the team in CDC at all levels were not reasonable, the capacity of the emergency team did not satisfy the requirement of current situation.(4) Public health emergency had not obtained enough support from the government, especially the fund investment. The capacity of logistical support was poor, the reserve, management and dispatching regarding emergency material and fund did not satisfy the need of the practical work.(5) There had not enough instrumentation in CDC at all levels, and the performance of disease control and public health emergency response were restricted by the poor detectives.Suggestions(1) Improve the health emergency management and coordination mechanism, strengthen the emergency command decision-making system, and vigorously promote the construction of health emergency management agency,(2) The management of emergency plan should be strengthen, the emergency system should be improved for further.(3) Center of disease control and prevention should improve human resources allocation, and then increase the capacity of public health emergency response.(4) The emergency material and fund should be reserved in order to enhance the emergency ensure capacity.(5) Develop and improve the emergency training and drill model, strengthen the capacity of public health emergency response staff.(6) Government and relevant departments should strengthen the laboratory apparatus and equipment of health emergency response investment, and then improve the performance of measure and analysis.
